This is a monument to Lord Caitanya (read as "ch-eye-tAn-ya). Sri Caitanya Mahaprabhu (Great Lord) appeared in Mayapur, India during an eclipsed moon on the evening of February 18th, 1486.
Lord Caitanya is considered to be the Supreme God Sri Krsna (Sree Krishna) Himself in the mood of Supreme God Love embodied as Srimati Radharani (female energy of God). Lord Caitanya expressed His love to God as a devotee in the mood of separation (vipralambha).
He left this world after living more than 20 years in Puri in a mystic way, He was seen simultaneously in 3 places: 1) entering the Deity of Lord Tota Gopintatha; 2) entering the Jagannatha temple and 3) entering the ocean.
The monument refers to the latter.
