That is the Al-Khaima Appart-Hotel. When I was there in 2009 it was easily the tallest building in Nouakchott. I'm pretty sure it still is now.

DOEL is a little place in belgium, near anvers (antwerpen), the houses are empty, for a new harbour, very sad :-[[[
