There has been for several years a sewage treatment plant on the river on the US side. Tijuana sewage is pumped and treated at a very large treatment plant between Tijuana and Rosarito. The only time river pollution is an issue these days is run off after a rain storm. That is the case with about any river outlet. There are many housing developments going up very close to the border on the US side both in San Ysidro and in Otay near Brown Field. Borderfield state park is too saturated with sea water to develop, plus being a state park.

I spoke to a Border Guard there and there is a lot of Gang violence along with smugglers of drugs, weapons and people who will violently defend themselves. It is horrible that sometimes an innocent person gets cought up in the battle between police and criminals. Maybe there is blame to be had on both sides of the issue, but all I know is that I would never want the job of guarding an international closed border!

This plaque predates the barrier fence that now physically separates the US and Mexico at this spot. The area was once an open park that spanned both countries much like the park that is at the other end of I-5 between Blaine, WA and Surry B.C. Canada. A border patrol guard told me that when the area was open there was trouble with warring gangs and rival smugglers (among other issues) so the decision was made to install the border barrier fence. The ocean at that spot is horribly polluted due to raw sewage being pumped into the ocean and that is a big reason why the U.S. is almost devoid of beachgoers.
