Yes Puna, Thank you, I agree with you. It is an old and difficult problem and one the politicians have been unable to find a solution for. They want to support this industrious farmer, even though the farmer is breaking laws and directly affecting the flooding problem in the valley below. It's not his land, he probably lights fires that burn up hill into the forest and he causes loss of top soil, he causes flooding, but at least he's not robbing people, or selling drugs.
