Tirana is the durtiest capital in the world

Well looking at the GDP per capita of European countries Albania is ranked second to last. Moldova is the poorest. I've been to Shkoder and i'd say in atleast that city there was significant difference in the standard of living than in montenegro where i came from. Tirana may be richer though since it is the capital.
