The french in their history always have had completely other systems of finding themselves than the american. An other kind of administration as a result from that... Lots of american were faced with a situation where individuals were supposed to do things on their own. Not to wait until any kind of administration will solve a thing.

From this point I do think: there is no naive point in your view of that :)
