It's not that dingy and rundown... a little rustic for sure, but its got character. Also, some of the best little shops I've found in Japan are around there (cheap/fresh daytime market, sweets shop with nice western cakes, korean BBQ, even mexican food though i'll admit that one's mediocre at best)
