It is the intake structure for the penstocks that feed Balch Powerhouse farther down the canyon. I lived in Balch Camp and my father worked in the powerhouses back in the 80's. Blackrock Dam and reservoir were built to supply the water for Balch. Haas Powerhouse, which is nearly 500 feet underground, drains into Blackrock also.
