Well, I bet that target dimensions are calculated using the unrotated picture, then picture rotated bacause exif profile says it should be rotated and oops, we eventually resize it using the wrong dimansions taken before the rotation.
The kind of bug that usually comes to production because of weak testing. I don't want to blame panoramio developers or testers - they are doing great job. This is the sort of thing that just happens sometimes because you never can test for every possible mistake.
