The two white marble plaques on the facade show the names of the knights who died in Senglea during the siege of 1565

the picture shows fort St. Angelo from Valletta

I can not see, what Manuel Dimech has to do with the Maltese Constitution. He died in 1921. The Constitution was adopted 1964. Can someone clarify the problem?
