There has been for several years a sewage treatment plant on the river on the US side. Tijuana sewage is pumped and treated at a very large treatment plant between Tijuana and Rosarito. The only time river pollution is an issue these days is run off after a rain storm. That is the case with about any river outlet. There are many housing developments going up very close to the border on the US side both in San Ysidro and in Otay near Brown Field. Borderfield state park is too saturated with sea water to develop, plus being a state park.
