Not to be a nit-picker, but this is not a Filifera. Filifera's are natural to the Coachella Valley and can be found throughout the preserve. This photo is a Washingtonia Robusta. The difference being the girth of the trunk and properties of the fronds.

Strong west winds funnel through this pass most of the year, which is the reason for the wind farms in the area.
