nhohmann is correct, it is one of several watch towers/detection towers that the Army used to "triangulate" possible approaching subs or other ships trying to enter the Del Bay. There were several gun placements that would defend the area. Including 16" guns similar to those on US Navy battle ships. Check out Fort Miles on the web with all the info of these fire bases.

Z wielkim zaskoczeniem obejrzałem zdjęcie tego domu, który stoi na ulicy Balonowej 21 na Górnym Mokotowie. Jest to MÓJ RODZINNY DOM !!!. Znajdowały się tam cztery mieszkania, po dwa na każdej kondygnacji. Mój lokal był na pierwszym piętrze po lewej stronie. Okno mojego pokoju jest czwartym od prawej strony. Dwa pierwsze okno to mieszkanie nr 4, trzecie jest od klatki schodowej a dwa następne należały do mieszkania nr 3. Wyprowadziłem się z tego domu w listopadzie 1993, wieku 21 lat.
