This is a great picture, AtchisonMJ. I was there on a cloudy day and mine aren't nearly as good. But the bronze plaque next to the cannon says that the atomic shell was fired on 25 May 1953 at 08:31. And Artyman is wrong about the location. Frenchmans Flat is in the atomic testing ground north of Las Vegas, Nevada.
Yes, this is a public road. Constructed in the mid 90's as a "perimeter" road for Hutchinson Island and built to race track standards. An Indy lights race was held there 5 18 97 and Hélio Castro-Neves won. It never took off as a race track but has been used for some minor racing.
