Dear Ian,
It mostly makes sense to locate the photo at the point it was taken from. However, there are a few situations, such as this, where following this procedure can be confusing. In this case it makes more sense to me to associate the photo with the most distinctive feature it shows.

Typical industrial working-class housing of the English Midlands. Built around 1890 as a result of various bits of legislation aimed at improving housing conditions: The Artisans' and Labourers' Dwellings Improvement Act, 1875, The Public Health Act, 1875, The Housing of the Working Classes Act, 1890. These have been modernised,so that the original doors and sash windows have been replaced, and all appear to have been re-roofed.
