For clarity, individuals may apply to the English Heritage website (http://www.english-heritage.org.uk/server/show/nav.876) for private access to Stonehenge. The cost is not more than a regular visit but it is after normal hours and obviously less crowded. They can confirm reservations with you via fax in a few days. I was able to access the center of Stonehenge and only shared it with a security guard who made sure that he was out of the images when I fired the shutter.
Unfortunately, as an amateur photographer, it was impossible for me to arrange something that I would really like,--like shooting it at night with the Milkyway overhead!
