Er.Hirendra Nath Saha,Secretary General,FAETO,West Bengal and Er.Joydeb Basu,Vice Chairman,INDEF along with other members met with Shri Pranab Mukherjee, Honb'le Union Finance Minister, in his Kolkata Residence on 18.07.2009 at 8.15 P.M. Er.Amitabha Sengupta,Secretary Administration,INDEF(Eastern Region),Er.Shiddhartha Bose,Joint Secretary,FAETO,WB,Er.Ashoke Som,President,FAETO,WB,Er.Dilip Chakraborty,Vice President,FAETO,WB,Er.Anirban Roy,Executive Committe Member,FAETO,WB and Er. S.Pattanayak,Superintending Engineer,CPWD were also present. FAETO,WB & INDEF leadership congratulated Shri Pranab Mukherjee for holding the charge of the most important portfolio of the Central Cabinet and wish him a grand sucess in all respet.Flower Bouquets were offered to Shri Pranab Mukherjee on behalf of FAETO,WB and INDEF. Er. Ashok Som,President,FAETO,WB felicitaed Shri Pranab Mukherjee by Offering Uttario as a mark of honour and respect to Shri Pranab Mukherjee,Honb'le Union Finance Minister on behalf of the Indian Engineers Community. FAETO,WB & INDEF officials expressed gratitude towards Shri Pranab Mukherjee, Honb'le Union Finance Minister for his initiative to lifting the Pay Band of Superintending Engineer from PB-3 to PB-4. In the last year,INDEF and FAETO,West Bengal leaders under the leadership of Er.Joydev Basu, Vice Chairman,INDEF met Sri Pranab Mukherjee,the then Honb'le Union External Affairs Minister in Kolkata on 09.08.2008 to draw attention regarding gross injustice & anomalies on Govt.Engineers by the 6th Central Pay Commission.

Er.Joydeb Basu requested Honb'le Finance Minister to take initiative to constitute Engineering Commission by the Govt. of India.Shri Mukherjee assured that he will look into the matter after getting the proposal with necessry documents in this regard.

It is observed in the meeting vide recomendation of Sixth Central Pay Commission ,item 11.2 Page 645, 'Creation of additional posts in Senior Administrative Grade/equivalent/higher grades in future to be strictly on functional considerations will such posts invariably being created outside the cadre to be filled by method of open selection.

It is observed in the meeting vide recomendation of Sixth Central Pay Commission ,item 11.2 Page 645, ' Opening up of Central Staffing Scheme. All posts under this scheme as well as SAG/HAGposts not alresdy encadered in any service to befitted by transperent, web-based procedure.Changes recomended in eligibility norms so as to enable officers with domain expertise to apply,irrespective of their rservice.' It is demanded unanimously by the aggreaved Enguneers that a system should be evolved whereby pay parity is maintained between engineering services and IAS etc. to ensure at least equal/equitable opportunities for career advancement for the personnel of Engineering Services and introduction of periodical cadre review for these services.It is an accepted fact that the contribution of Engineering services towards the actual implementation of development programme at centre and state levels are far more than those of IAS etc.and therefore the perks to be offered to engineering services should be more or atleast at per with those of IAS etc.

Perhaps it is the first time,where Er.Anirban Roy is delivering speach on the issue of recomendation of 6th Central Pay Commission in the Special Metting of Indan Engineers Federation(INDEF) on 27.04.2008 in Kolkata

His approach towards Engineers community is highly appretiated in the special meeting of Indian Enginers Federation (INDEF) held on 27th April'2008 in Kolkata.

Flower Bouquet is beeing offered to Er.Ashoke Som,President,FAETO,West Bengal.Deliberation in details regarding recomendation of 6th Central Pay Commission have been made in the Special Meeting of INDIAN ENGINEERS FEDERATION (INDEF) held in Kolkata on 27.04.2008. It is observed from the table that initial basic of previous scales 24 to 27 (Scale 24,Scale 25, Scale 26,Scale 27 )are either Rs.14300, or more than Rs.14300. All these four scales are placed in PB-3 Band. Whereas Scale 28 is placed in PB-4 band although the initial basic starts from Rs.14300/= in previous Pay Commission. INDIAN ENGINEERS FEDERATION (INDEF) demanded Scale 24,Scale 25, Scale 26,Scale 27 should be in PB-4 Band otherwise it will creat a grave injustice and anomalies to the employees of those scales of Sixth Pay Commission recommendation - page-44.

Engineers from the different States including the Engineers surving under the Central Govt. participiated in the Special Meeting of INDIAN ENGINEERS FEDERATION (INDEF) in Kolkata on 27.04.2008 and it is found that 'Engineers are very much aggrieved throughout the country for not awarding due status at par with IAS though they are contributing a signifcant role to meet the challenges. The Sixth Central Pay Commission proposed to reduce the number of pay scale from 28 to 4 Pay Bands. Five numbers of existing pay scales has been clubbed together in pay band no.1,seven numbers in Pay Band 2,13 in Pay Band 3 and 5 in Pay Band 4.The Pay Scale of the Secretary and the Cabinet Secretary of Government of India are kept outside the Pay Band. By doing so the Sixth Central Pay Commission recommended more benefits for officers in IAS as much as they are expected to be in the Pay Band 4 after 13 years of service and continue to enjoy a long Pay Band at the upper-most end and almost 100% in IAS will be in the existing pay scales S-28 which is threshold pay scale of PB-4.For Officers of Engineering Services not more than 20% can ever dream to be in the scale-28 during the entire service career.The rest are likely to superannuate in PB-3 as per Sixth Central Pay Commission recommendation.
