It's almost certainly a shaft to old mine workings. There were similar structures in North Wales, which had at one time provided access and ventilation for lead mines.
The question is whether this bridge is created by design, or whether someone has pulled the rails inward?
A good bridge for those with a fear of heights!

I had not actually read up about the Bridge and found that it is one of the highest iron bridges in the world and a Grade I Listed Building...

Thanks, Bob. I've always liked this spot, too. After the roaring, rushing traffic on the main road this is a portal to an altogether quieter, less hurried world.
