Thanks to Sainthu, the Google earth and all other Internet sources, I have traced the source of information and now revealing to all Website tourists that, this building is called Balliol College [part of the Oxford University].

Alfred Waterhouse designed the main Broad Street frontage of the college, with gateway and tower, known as the Brackenbury Buildings in 1867-68.

Alfred Waterhouse (July 19, 1830 – August 22, 1905) was an English architect, particularly associated with the Victorian Gothic revival.

This is the old Oxfordshire County Hall - not Oxford County Hall.

The new, present Oxfordshire County Hall is to the East of this building, on the corner of Castle Street and New Road.
