I don't live near this Mosque so I could not say for sure either way.
However I have never heard the call to prayer broadcast from any Mosque in Montreal, so it could be against noise regulations (?), especially in a built up residential area like this part of town.

I imagine these pilings might be submerged for much of the year. This photo was taken in August when the river was probably at its lowest.
