Some people don't like the current Pier head plaza, but I think it is the best for some time, if you can ignore Latitude & Longitude, the two black glass buildings & their associated office block. Thank goodness they can't demolish the Victorian pumping station that maintains its' own quiet dignity beside the flashy arrogance of the apartments...
I stayed in the Riviera Beach several times before and after 1990. The pool was already empty. I don't think the hotel ever recovered from the economic collapse of the early 80s. It was a great place to stay, though, with its views of the Atlantic surf and the fishermen from the old harbour setting out in their canoes just after dawn.
