No, is not close to that hydro, the GPS for that pic is N1831'10.3" W07007'03", and Loma de Blanco is at 1852'53.22" W07030'02", the nearest hydroelectric is at N1852'51.66" W7029'49.2" 1324ft (i guess that hydro is which you ask for...) that hydro is 15.5nm(29km lineal) to the northwest from there.
