This is a Red Tailed Hawk I checked The other photo a bit closer Could not pick a lot of detail on bird in Photo But on closer look you are right it could be a bald eagle Juv They change in color a lot as juv I see that many Hawks on them lamp stands Will take a closer look at the photo again John
