If you look to the map of the area to the right, you should see bridges going from the left of the photo to the right, but the river got so high, that all you can see it the hand rails.
This picture was taken on my St. Louis trip with my friend who is on the steps. The photo is actually about 10 different photos that I stitched together on the computer. At the time, there were probably 20 other people playing in the water, and I only wanted my friend to be in the picture. So I stitched photos together to take out the others and to get a wider view of the area! I didn't just want the arch in the background.
