What your looking at it the powerhouse for the Duke Estate. This was originally constructed by Doris Dukes father to provide electrical power to the estate. Electrical power was produced using a hydroelectric turbine. If you look at Google earth just to the west of the powerhouse you can see where a channel was cut upstream of the powerhouse to channel water to the turbines.
