I agree it's a shame. Instead of bringing this kind of attention to it I believe I would have reported it instead. Why concentrate on one thing that can be easily dealt with. Who knows, it may have been cleaned out already, but your photo will continue to cast a bad light.

(1) This site is actually in Fort Smith, Arkansas--not in Oklahoma as tagged. It was originally in Indian Country, but the boundary was changed by Congress in 1905 (two years before Oklahoma statehood) to put the site entirely in Arkansas. (The "Oklahoma" part of Fort Smith NHS is the Arkansas River bank across from the main site in Arkansas; the Park Service and the nearby town of Moffett, OK bought it to preserve the view.)
(2) This particular foundation is from the original Fort Smith built in 1817 and abandoned about a decade later. The "Civil War fort" is the second Fort Smith, built higher on the riverbank overlooking (and across the original Arkansas border from) this fort in the late 1830's and operational until the early 1870's; its barracks building was later the courtroom & jail of "Hanging Judge" Isaac C. Parker, and its marching grounds became downtown Fort Smith's Garrison Avenue.
