please remove the false picture, you are pointing to a school in Jabal Amman this building is called "imarat burj bank il iskan" and it's near Dakhelieh circle "around 3 km north west of this point.

Hi, if you search KHAR UUL on Google Earth you get your pic and mine. I've been to Khar Uul by car last summer during my trans mongolic journey.
