It's deserted because, much though the developers would like to convince you otherwise, this isn't the city centre. The city centre is three quarters of a mile to the north west and nobody could be bothered to take the fifteen minute walk out to Clarence Dock for its meagre attractions of a few overpriced designer shops, a Pizza Express and a Tesco Metro. Very nice place to live, though.

Hehe. I took a near-identical photo myself in June 2009. All that's changed since you took yours is that the tall tree about a third of the way in from the left has been killed by pine beetles. :-(

This is mis-titled: the flag in the photo is Wyoming's, not Nebraska's. The photo also seems to be mis-placed, since the satellite view on Google Maps doesn't show a rest area near here.
