Looks like Orroral Valley Space Tracking Station site. Buildings now removed. Used during Apollo landings on the Moon in 1960's. Obscured by clouds. Location not identified in Wikipedia.

This is a rare apartment block built in 1980 located in Seoul, South Korea. I lived here over 20 years ago. This is one of the apartment that is still not replaced with a new style - 25 story tall apartments like the rest of Seoul. The apartment is located on a high ground with very narrow roads. The fact that heavy equipment cannot enter this area, makes redevelopment almost impossible. With rising land values, and a stunning view from this hilly terrain, a redevelopment will go on. The apartment is planned to be demolished in near future, hence the paint is left stripped. This is probably the last time I see this apartment standing.
