I thought it would be overflowed in spring due to spring rains. Was it during a drought by any chance?

Those mountains are the Crystal Mountains which are part of the Sierra Nevada Range contained within Desolation Wilderness just to the west of Lake Tahoe. The three large mountains on the right are from right to left, Pyramid Peak(9987ft), Mt. Agassiz, and Mt. Price. From the summit of Pyramid Peak on a clear day one can see Lake Tahoe and the Sacramento Valley and obviously Folsom Lake. In fact Lake Aloha which is directly behind Pyramid peak feeds the South Fork of the American River which pours into Folsom Lake and the Rubicon River, which drains from the north end of the Crystal Range, pours into the North Fork which makes it into Folsom Lake.
