The Barracks were never occupied by active soldiers, but pensioners and their families. When the Freeway in front of Parliament House was to be built, the Government wanted to demolish the Barracks, but the people protested and saved at least the arch as a token of the power of the electors over the Parliamentarians.
Actually, one of those white dots is my house (the second one from the left).
By the way title for that slide should be changed to 'Blue Sea Lake, near the Blue Sea village'. The village at the other end of this 10km-long lake is Messines.
