This is actually not part of the Smith & Bybee Wetlands Natural Area. There are a couple private lots there at that end of the lake, and that's one of them. Assuming that your placement of that photo on Google Earth is correct, you were most certainly on private property when you snapped that.
This is not misplaced....if you look at the map, you can see the bike path going under this bridge. This is not the railroad bridge that is under construction.
