Actually, corrections, Panoramio doesn't require you to mark the exact position where the photo was taken. From the Panoramio FAQ (as of 12/17/2008):

Do I place the photo where it was taken or over the subject?

Most of the time it makes more sense to place the photo where it was taken, as that gives others the possibility of going back to that point and see the same landscape. There may be exceptions, however, and we trust you as the best judge to know where should a photo be placed.

Positioned wrongly. the docks are not inland and besides, Cozumel does not have a harbor (or harbour).
