If anyone else on here uploaded and mapped the picture the same way I did, I didnt have the option to use coordinates. I had to physically just guess on a sat image map on where abouts it should be. I would assume that any pictures not accompanied by coordinates are also just approximations.

If you go, you can probably just stop in at any of the dive shops in the area that do trips and get the coordinates from them if you think you may have trouble finding the spot. Or just look for the mass of boats and dive flags around it.

From what I understand, it was put there as a prank or something. The park service debated removing it but decided that since it had become a mildly popular attraction for the dive shops that it would stay. If you go, be sure to read the paragraph written on a placard on the base of the statue. bring a weight and a big breath of air f you want to read it in one trip!
