Hello! First of all, we did the trek At-Bashy -- Fergana in the end of August or in the warm and dry season. We didn't walk large glaciers so did not use crampons. But rivers of the Fergana range are extremely rough and dangerous with black or brown water up to thighs deep. We crossed rivers only in mornings using ropes and never risked to do this in the afternoon when water is high and turns stones.
In May there must be lots of melting snow and water in valleys and most likely you do not need crampons. Moreover there are no serious glaciers in the western part of At-Bashy or you can easy avoid them. Passes in this region are opened since May-June-July until October and the rest part of a year they are covered by snow. That is not so much but almost all what I know about the spring time there.
