Actually, this is called a 'sail', conning towers were eliminated on submarines when technological advances allowed the periscopes to be made longer, and extend farther into the pressure hull. With the ability to extend the bottom of the periscope into the control room, it eliminated the need to have an extra watertight compartment above the control room; the 'Conning Tower'.
This particular sail is from the USS Nathanael Greene (SSBN-636). She was decommissioned on December 15, 1986.
