I have a geology background but am unfamiliar with this area. It is very possible that those striations represent a horizontal sedimentary environment, quite possibly a shallow continental sea. Just a guess, would need to put eyeballs on the rock to tell for sure!

Rog, I think you're right. By the best of my reckoning and memory, the photo was taken from 37degrees 21'21.48"N and 118degrees 11'12.53"W. "Owens and Sierra Nevadas off CA168" apparently was taken from roughly the same spot. For some reason it's been a struggle getting this placed where I think it should.
See migrating whales a couple miles to the reverse of this view.
