Not true from my experience. I played on these railroad tracks and surrounding streets as a child, aged 8 to 18. Also I was there last week, walking around between 11pm and 2am on a Thursday.
Never had any problems with crime. My car was broken into way out in east Memphis, in a neighborhood with million dollar homes.
I photograph to remember.
