This little rise is part of what was once called Merry Hill (possibly on account of sloe trees nearby), and which has been reshaped over the centuries to factory land, railway, and now urban forest.
There's a fair bit of fly-tipping in the area, not least because most of the houses have been knocked down and factories shuttered, so that it's got the character of an urban wilderness.
