I completely agree with you that this can only be aesthetic. I'm actually glad the to walkways don't connect because the sidewalk ends at the door in the background. I'd get mad if I walked down there and didn't know that in advance.
Yet the fact there is a door there (presumably an emergency exit) is what concerns me the most. As you said that walkway should at least connect to where I am standing to take the pic via a crosswalk.
I would surely not want to be handicapped and have to use that exit in an emergency. Wheelchair curb jumping into the road anyone :/
