The image is of the push boat attached to the barge for the Deer Island-Eastport, Maine, route. The push boat is swiveling around after leaving the beach landing, so cars can drive straight ahead to disembark the barge when it arrives at Deer Island, NB.
Both this ferry and the Deer Island-Campobello Island ferry were constructed in Osage, Arkansas, and were trucked in sections to New Brunswick, Canada.

This photograph was shot near Wilson's Beach, Campobello Island, New Brunswick, Canada, rather than near Welshpool. Welshpool is located near the south end of the island.

The official name is Head Harbour Lightstation, a.k.a. East Quoddy Head Light.
A lot of confusion is created by the name of the state park next to West Quoddy Head Light in Lubec, Quoddy Head State Park, but is actually located on West Quoddy Head.

The large white building is the US Coast Guard Station Eastport. The US Custom Office is in the lower level (on the Water Street side) of the US Post Office, a large grey granite building at the corner of Washington and Water streets, not shown in this photograph.
