Val, I've just googled 'Clock Tower, Siena, Italy. I do believe you are right! Especially the brickwork at the top. I believe the central hyrdaulic pump station's clock tower originally had a pitched roof which was never replaced after it was bombed during WWII. Do you know if this is correct?
