Thanx for visiting my site, yes dear it is too hard days during winter in Kinaur but Himachal Pradesh Tourism Development Corporaion , Ritz Annexe, The Ridge , Simla people can help you in the matter, even they close down their hotel in Kaza during those days only local people operate few hotels. Himachal Transport usually run their buses in the areas or you can hire any cab from Shimla to visit the Kinnaur.
