In each eon, wherever the evil forces over power the righteous ones, and the Dharma deteriorates, the Lord takes an avatar to destroy the evil (Gita). The siddhas may take births as great devotees of the Lord; may cause the appearance of "Swayambu Lingas"; Thus with the blessings of the Siddhas, plans were drawn, based on the 'Siddha-Agama' rules.
