I remember reading something about an original bridge that was dismantled in the early 1960's, to make way for the present Lewiston Queenston Bridge. I agree with you on the creation of some sort of observation structure to look out onto the gorge, downstream on the Niagara River (once the gorge opens up) and possibly view the present bridge.
They have been caught before, John Dillinger. It is illegal to cross this border. It is patrolled.
