Dear Zeyad, This is not the famous Samarra minaret. This is the less famouos, little known sister, known as Abu Dalaf. It is located about 20 minutes drive north of her big and famous sister.

This is not the Saddam Great Mosque. That is located at the location on the old Muthanna Airport. Google Earth coords: 33° 19' 29.96" N 44° 22' 13.48" E
