Hmm This is a famous classical Chinese poem written by Cui Hao, a famous poet[A.D.704-754]. I'm Japanese, but most Japanese can understand classical Chinese, like Europeans can understand Latin.
The poem says about the Huang-He-Lou:means Yellow Crane Tower in Chinese, a famous landscape in Hubei, China.

Maybe he wanted to liken the Yellow Crane to the Third Empire, the man to Hitler, the clouds to Germany, my hometown to China, and mist to the beautiful coutry in your picture.
