Hi Eduardo,
The green light is in fact a laser beam to indicate the Mean Time (zero degrees longitude)line in Greenwich, London. On the floor you can see a line as well and people are looking at it. I was realy lucky to get there at dusk so I could take the photo the the laser projection.
The buldings are the Royal Observatory of Greenwich. The site contributed for modern navigation and the standartisation of time around the world.
