Normally you position the picture in the map on the place where you have TAKEN the picture (rules of Panoramio).
When you know the azimuth (camera angle) then you also can find on the map the SUBJECT of your photo. This can be very helpful in cities for instance. Then you know WHICH building you have photographed, for instance.
