I guess that was the old mall garage entrance from W Town St and S High street. I added a new photo that shows the development taking place there now. Instead of a garage entrance, there is a pedestrian walkway through the Columbus Commons park and pavilion that replaced the old city center mall.

Love that chimney! I've never seen anything like it. I hope somebody does fix this up. It always breaks my heart to see a grand old building such as this in disrepair. Americans have odd priorities at times...
